Got a little carried away with the effects on this one.

The font is Caslon FB Bold Extra Condensed, which appears to be the one from a lot of official SM merchandise. Had to use that site's try-before-you-buy feature, as the actual font is expensive.

Very nice tribute to the original Sailormoon cartoon art!
Those skirts are difficult (I know, I've tried), and you've done a good job on the shape and shading of it, and the ribbons too. The hair also is like the original and shows movement.
The anatomy is overall good (thighs, torso, head in proportion), except for some details. The palms of the hands look too thick, especially for a sailormoon character, when they're usually so willowy. Also, her forehead is too high -- it gives her a strangely surprised expression.
I actually really like that background -- a little cheesy, but this is Sailormoon, it is more than appropriate!
I'm giving this a low originality score just because it's so close to classic sailormoon art, but that's not a bad thing -- it's a tribute, and it does it well. I keep going back and forth on the technique score -- take off half a star for that forehead, add it back on for the shading -- well, I left it on for the sparkles, but watch those hands!
