Non-corrupted Desert Glass fan design!
I like the theory that Lapis Lazulis are terraforming Gems. Send a couple of them down to an untouched planet, and they can move the oceans around into a new arrangement that's more convenient for your plans.
Thing is, if you want the oceans to stay in their new places...it helps if you have another type of Gem to rearrange the ground.
